Universities and societies worldwide are confronting a convergence of profound challenges and multiple crises at the local and the global level: increasing violations of academic freedom and human rights, (geo-)political and climate crises, growing fragmentation and uncertainty, increasing democratic backsliding and polarization. In this volatile environment, higher education institutions are under mounting pressure – not only to safeguard spaces of independent inquiry and critical debate, but also to actively contribute to resilient, informed, and inclusive societies as well as sustainable development.
The first Academic Freedom Forum 2026 brings together internationally renowned scholars and higher education experts, university leadership, researchers, and students from around the world and creates a space for dialogue, exchange, and collaboration on the pressing global challenges confronting universities and societies today.
Marking 25 years of the Scholars at Risk Network and 10 years of University Without Borders, the conference addresses the evolving role of universities and the university community in promoting academic freedom, protecting human rights, and strengthening democratic values in an increasingly fragmented and volatile global context.
Through keynotes, panels, workshops, and cultural events, participants will explore strategies to defend and protect academic freedom, human rights, and to reinforce democratic values—both within and beyond academic institutions.
The academic freedom forum consists of both public sessions and sessions by invitation only. Please see the program for further information.

How can universities effectively protect and promote academic freedom, also as a human right, particularly in contexts of political repression, censorship, or social polarization?
This theme explores individual and institutional strategies, policies, and mechanisms to defend and promote academic freedom on campus and beyond.
How can universities, their members, and the wider public provide meaningful and sustained support for at-risk students and researchers as well as well as human rights defenders- and in how far does this contribute to enhancing democratic values?
This theme focuses on effective strategies, mechanisms, and networks to support and empower at-risk scholars, students, and human rights defenders, and to strengthen democratic resilience.
How can universities and their members advance human rights and democratic values within and beyond the campus?
This theme examines how academic citizenship, institutional responsibility, and public engagement can reinforce human rights, democratic values, and academic freedom.
What does university resilience in today’s (geo-)political context entail, and how can universities uphold truth, integrity, intellectual openness, and democratic values?
This theme reflects on the challenges posed by geopolitical tensions, public pressure, and misinformation, and highlights the critical role of ethical leadership and institutional responsibility and innovation.
What does “responsible” global engagement and international partnership look like—particularly between institutions across the Global Majority and Minority world and those operating in challenging contexts?
This theme explores equitable, ethical, and mutually beneficial approaches to international research collaboration, institutional partnerships, and transnational networks. It highlights how such collaborations can address global societal challenges while fostering trust, reciprocity, long-term impact, and the protection of academic freedom and human rights.
Registration will open from Monday, 20 April 2026 to Friday, 8 May 2026.

The Academic Freedom Forum will take place at various venues of Ruhr University Bochum, on and off the main campus.
The forum is convened by Ruhr University Bochum in collaboration with and with generous support by the Philipp Schwartz Initiative of the Alexander von Humboldt Foundation, the Scholars at Risk Network, the Utrecht Network, and the Worldwide Universities Network.
